Wednesday Planning Session: NPU-S Comprehensive Development Plan


The City of Atlanta's Comprehensive Development Plan is a  state-mandated plan for growth encompassing the next five years. We're currently coming to the end of the last CDP,  finished in 2021.

Normally, an update to the CDP would involve multiple rounds of in-depth, community-driven design sessions with the Department of Planning. However 2020 was not a normal year, and the entire City of Atlanta is still recovering. The Planning Department simply does not have the capacity this year to engage in a full-bore update involving all 25 NPUs. So for this year, they're simply filing an administrative update, as allowed by law, with an eye towards a complete update next year.

However, just because it's a smaller update doesn't mean that we can't be involved! This Wednesday, the 26th, we'll be holding a brief meeting with the Planning Department to go over NPU-S's policies. This is our opportunity to lay down the principles that will guide zoning for the next year - all zoning must conform to the CDP, or else the CDP needs to also be changed. It'll also be an opportunity for us to get a taste of types of planning we'll engage with next year, where we'll get a change to actually redraw maps. Think of it as a planning appetizer.

Summer Book Club for Upcoming MARTA Bus Network Redesign

From the MARTA Army:
MARTA is embarking on a Bus Network Redesign that could thoroughly change the shape and feel of our city's bus network. Riders could have more reliable and frequent buses, easier transfers, and be able to go to more places more quickly. Tradeoffs would be that some bus stops and even entire routes are removed in order to free up resources (buses and drivers) to improve the rest of the network. This process cannot happen without engagement from transit supporters.

MARTA Army and several of our partner organizations are conducting a book club of Human Transit. A book written by Jarrett Walker, whose firm is leading this effort with MARTA, on how transit can be an integral and sustainable part of society. The goal of the book club is to engage transit supporters and develop within them the confidence to articulate what they want and need out of the system. 2021 is an election year for Atlanta, and there are several candidates running for office. Many voters ignore municipal elections - but your local elected officials are the most accessible and have the most impact on your day-to-day life. 

NPU-S wants to make sure that you can make an informed choice. Using information gathered from the excellent Vote Local project and public filings with the City of Atlanta Municipal Clerk, we've compiled a list of candidates running for offices directly affecting NPU-S. 

Furthermore, we've extended an invitation to all candidates to hold virtual meet-and-greet sessions, courtesy of the NPU! These sessions are an opportunity for you to get to know the candidates and ask them questions about matters that concern you.

Affordable broadband internet service for low-income households

The Emergency Broadband Benefit is a temporary FCC program to help families and households struggling to afford broadband internet service during the COVID-19 pandemic.

The program opened on May 12th and provides eligible households:
  • Up to $50/month discount for broadband service;
  • Up to $75/month discount for households on qualifying Tribal lands; and
  • A one-time discount of up to $100 for a laptop, desktop computer, or tablet purchased through a participating provider if the household contributes more than $10 but less than $50 toward the purchase price.
The Emergency Broadband Benefit is limited to one monthly service discount and one device discount per household.

Who is Eligible? 

A household is eligible if a member of the household:
  • Participates in certain assistance programs, such as SNAP, Medicaid, or Lifeline;
  • Receives benefits under the free and reduced-price school lunch program or the school breakfast program, or did so in the 2019-2020 school year;
  • Received a Federal Pell Grant during the current award year;
  • Experienced a substantial loss of income due to job loss or furlough since February 29, 2020;
  • Meets the eligibility criteria for a participating broadband provider's existing low-income or COVID-19 program; or
  • If the household has an income that is at or below 135% of the Federal Poverty Guidelines.

  • Contact your preferred participating broadband provider directly to learn about their application process.
  • Go to GetEmergencyBroadband.org to apply online and to find participating providers near you.

Neighborhood Survey - Expansion of PAD 311 Services in Your Area

From the City of Atlanta:

The Policing Alternatives & Diversion Initiative (PAD) has recently expanded to accept community referrals through the City of Atlanta 311 non-emergency city services line for quality of life concerns related to unmet mental health needs, substance use, or extreme poverty. Typically, community members have been advised to call 911 for these type of concerns, but this new resource offers an alternative approach. When a community member makes a referral to 311, a PAD response team travels to the area to offer immediate assistance to the referred individual. These services are currently available in Atlanta Police Department Zones 1, 3, 4, 5 and 6, and will be citywide by this summer.

The success of this new resource depends on strong connections with community members. PAD wants to get to know the unique character of each neighborhood and partner with Atlanta residents to build a new approach to community safety and wellness. Your input will help shape their services and future engagement with our community. The survey will take 5-10 minutes to complete, and all responses are anonymous - PADNeighborhoodSurvey.
